Advisory Council

The Advisory Council provides strategic guidance, independent oversight, and professional expertise to support the mission and long-term direction of the Centre. Its members bring diverse experience across healthcare, governance, policy, law, community engagement, youth advocacy, and mental health services.
Through collaborative leadership and informed counsel, the Council helps ensure that programmes and services remain clinically sound, ethically grounded, community-responsive, and aligned with national health priorities.

Dr. Marc Lockhart, MD

Chairman, Advisory Council | Consulting Psychiatrist

Dr. Marc Lockhart serves as Chairman of the Advisory Council, providing strategic leadership and clinical insight to support the Centre’s mission and long-term direction. As a Consulting Psychiatrist, he brings extensive expertise in mental health care, clinical governance, and evidence-based practice.
In his advisory capacity, Dr. Lockhart guides the Council on matters relating to quality of care, ethical standards, and alignment with national mental health priorities, ensuring services remain clinically sound and responsive to community needs.

Marcia Mullings-Thompson

Director, Poinciana Rehabilitation Centre

Marcia Mullings-Thompson serves on the Advisory Council as the Management Representative, providing strategic and operational insight from the Centre’s executive leadership. As Director, she brings a comprehensive understanding of organisational performance, service delivery, regulatory compliance, and a strong professional background in mental health nursing.
Her extensive clinical experience in mental health care strengthens the Council’s perspective on resident safety, therapeutic standards, and quality improvement. Her role ensures close alignment between governance oversight and day-to-day operations, supporting practical, accountable, and clinically informed decision-making that responds to the needs of residents and stakeholders.

Felicia McLean

Chief Nursing Officer, Ministry of Health, Environment & Sustainability | Representative of the Chief Officer

Felicia McLean serves on the Advisory Council as the designated representative of the Chief Officer, Tamara Ebanks, Ministry of Health, Environment & Sustainability. In her capacity as Chief Nursing Officer, she brings senior-level public health leadership, clinical governance expertise, and extensive experience in healthcare standards and regulatory oversight.
Through this role, she ensures that the Centre’s work remains aligned with national health policies, regulatory requirements, and broader public health priorities. Her contribution strengthens strategic coordination between the Ministry and the Centre, supporting accountability, good governance, and system-wide quality standards in mental health service delivery.

Jennifer Weber

Advisory Council Member | Community Representative

Jennifer Weber serves on the Advisory Council as a Community Representative, bringing over 25 years of professional, hands-on experience and strong connections within the Cayman community. Her background spans collaboration with non-profit organisations and government departments, providing the Council with valuable local knowledge and a community-centred perspective.
She is passionate about supporting vulnerable individuals and strengthening public awareness of the important work being carried out at the Poinciana Rehabilitation Centre. Her insight helps ensure the Centre remains responsive to community needs while fostering broader engagement and understanding of its programmes and services.

Peter Goddard

Deputy Chairman, Advisory Council | Attorney, IGM Trust

Peter Goddard brings legal expertise and private-sector leadership experience to the Advisory Council through his role as an Attorney with IGM Trust and his background in business management. His experience in legal practice and commercial operations strengthens the Council’s perspective on governance, compliance, fiduciary oversight, and strategic sustainability.
He also has a strong interest in philanthropic initiatives that advance mental health care and treatment within the Cayman Islands. Combined with his broad professional network, he contributes valuable connections and partnership opportunities that support the Centre’s continued development and community engagement.

Jada Evans

Policy Support Officer, Ministry of Health, Environment & Sustainability | Recording Secretary

Jada Evans serves as Recording Secretary to the Poinciana Mental Health Advisory Council, providing structured administrative, coordination, and governance support to the Council and its members. In her role as a Policy Support Officer within the Ministry of Health, Environment & Sustainability, she supports health policy processes and contributes expertise in policy coordination, documentation, and procedural compliance.
Her work ensures the smooth functioning of Council meetings, accurate record-keeping, and alignment with established governance frameworks and public health priorities.

Rashana Hydes

Advisory Council Member | Youth Representative

Former Miss World Cayman Islands, Rashana Hydes is a dedicated Youth Mental Health Advocate and ambassador committed to raising awareness and promoting positive mental health among young people. She represents the perspectives and interests of youth within the Cayman Islands, ensuring their voices are considered in the Council’s deliberations.
With experience in marketing and public relations, she brings valuable expertise in communication, engagement strategies, and community outreach. Her contribution supports strengthened awareness, visibility, and youth-focused engagement across the Centre’s programmes and initiatives.

Rayle Roberts

Advisory Council Member | Director, Department of Counselling Services

Rayle A. Roberts is a senior public sector executive in the Cayman Islands with several years of government service and a strong record of leadership across health and social services. As Director of the Department of Counselling Services within the Ministry of Health, Environment and Sustainability, he provides strategic oversight for counselling, intervention, and community-based support programmes.
Mr. Roberts has contributed to significant legislative and policy advancements supporting vulnerable populations, including reforms related to social assistance, child protection, adoption, and older persons legislation. With a professional background in social work, counselling, and mental health services, he brings a people-centred and outcomes-driven approach to leadership. His expertise strengthens the Advisory Council’s perspective on psychosocial care, service integration, and sustainable system improvement that enhances the wellbeing of individuals and families across the Cayman Islands.
